The project organisation during the tender period will consist of employees from the Purchaser assisted by consultants from ÅF-Industry AB, Sweden and SEC Biomass, Ukraine.

The Purchaser intends to procure, install and put into operation new equipment for conversion of one gas boiler to biofuel by replacing the three (3) existing gas burners with pellet burners. The Contract includes delivery of the equipment and materials, installation, commissioning of the equipment and training of the Purchaser personnel as well as preparation of Design Documentation. The main part of the Scope of Supply is:
- Three (3) new pellet burners
- Automatic fuel storage
- Flue gas treatment system
- Ash handling system
- Heat metering
- Remote control system
Tendering and Contracting Procedures:
The Purchaser intends using proceeds of a loan from Nordic Environment Finance Corporation (NEFCO) together with own contribution, for eligible payments under the contract for which this tender is issued.
The Purchaser now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan.
The contract will be a Supply and Install contract based on Orgalime SI 14. The project implementation period is June – October 2017 with intended commissioning as soon as possible after start of heating season 2017.
The tendering procedure and the contract will be subject to NEFCO’s Procurement Guidelines, which follow internationally recognised practices applied by International Financial Institutions (IFIs). The tender is open to firms from any country, provided that the firm is not ineligible or prohibited from bidding under national or international law or are subject to sanctions imposed by the European Union or the United Nations Security Council.
The tender evaluation will in addition to the tender price include assessment of the offered equipment and compliance with the DemoUkrainaDH objectives as a demonstration project.
The tenderer must meet following qualification criteria, further detailed in the Tender Documents:
- To have performed similar boiler conversion projects during the past three years, in addition at least 5 references of successful installation and operation of the proposed burner (non-conversion projects also acceptable).
- To have an average annual turnover for the past 3 years of at least 1.5 million €/year.
- To have an available service organisation in Ukraine, at least at the start of the project.
